What Is EDPMS and What Does an Open EDPMS Entry Mean?

The Export Data Processing and Monitoring System (EDPMS) is the RBI's online platform, launched in March 2014, that tracks every export from India and monitors whether payment for it has been received within the allowed time. An open EDPMS entry means that payment has not yet been confirmed and matched to the export.

Two documents drive the <a href="https://www.skydo.com/blog/understanding-edpms-full-form-and-its-essential-role-in-export-management">lifecycle of an EDPMS entry</a>. The shipping bill (for goods) or SOFTEX form (for services) opens the entry, and your AD bank closes it once it confirms that payment has been received and matched.

Say a Mumbai exporter ships goods and the shipping bill is filed at customs. An entry opens in EDPMS immediately. Until the exporter's bank confirms that the inward remittance matches that shipping bill, the regulator considers the export unfinished business.

Why Is Your EDPMS Entry Still Open After Payment?

The most common reason an EDPMS entry stays open after payment is that no one connected the inward remittance to the specific shipping bill: the money arrived, but the bank was never told which bill it settles. Other causes include a short payment, a wrong purpose code, one remittance covering several shipping bills, a payment that has not arrived, an export advance with no completed export, a missing or delayed eBRC (Bank Realisation Certificate), and nobody owning the reconciliation. Money reaching your account does not close the entry on its own, because the bank must match the remittance to the specific shipping bill using your instructions and documents.

Before calling your AD bank, run through these five questions:

How Does EDPMS Closure Actually Work, Who Does What?

EDPMS closure works through four stages: reconciliation, root-cause correction, eBRC alignment, and a formal closure request to the AD bank. The bank must sign off directly, so you cannot close an entry unilaterally.

Your role is to supply the correct reference details and documentation: the right documents, a written remittance mapping, and the eBRC. The AD bank's role is to perform the actual match and mark the entry closed in the system. The bank can't close anything until it has what you supply, so closure is not a bank-only action.

Automating the match speeds up closures and unlocks any linked export benefits. The cleaner and better-referenced the incoming payment documentation, the fewer entries get stuck.

How to Close a Stuck EDPMS Entry: Three Distinct Routes

There are three distinct routes to close a stuck EDPMS entry: standard realisation, the ₹10 lakh self-declaration route, and the write-off route. There is no single closure process, so the right path depends on the entry value, whether payment was received, and whether the export actually happened.

Route 1: Standard Realisation (the Ordinary Route)

The bank marks the entry closed once it has confirmed that the export value has been realised and matched. You need these documents:

The typical timeline after proper document submission is 1–3 working days.

Route 2: ₹10 Lakh Self-Declaration (for Small-Value Entries)

Route 3: Write-Off (Where Realisation Is Not Possible)

Where no export was made and refunding an advance is not possible, or where the outstanding amount cannot be recovered, the bank may, on your request, allow the entry to be written off under applicable RBI guidelines.

What Happens If Your EDPMS Entry Stays Open Too Long?

If your EDPMS entry stays open past the 9-month realisation deadline (15 months for project exports), your name can be added to the RBI caution list, which blocks future export credit and banking relationships. The consequences compound over time rather than arriving at a single cutoff.

The practical risk is not one open entry. Unresolved entries accumulate quietly, and by the time the bank raises the issue formally, a finance team can be looking at months or years of backlog rather than one clean fix.

An exporter on the caution list may also find EPCG claims, RoDTEP benefits, or export credit lines affected while entries remain unresolved.

Under the Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026 (effective 1 October 2026), the caution listing framework has been updated. Check the latest RBI FEMA Export-Import Regulations for the revised compliance framework replacing the earlier caution-listing mechanism.

How to Check Your EDPMS Pending List and Entry Status

You have two practical ways to check your EDPMS pending list and entry status: use the ICEGATE portal, or request a statement directly from your AD bank.

Most businesses do not find out an entry is stuck until the bank flags it during a routine review, or a claim gets blocked. Requesting a periodic statement from your AD bank is the simplest way to stay ahead.

Entries show as pending on the list for these reasons:

Does Skydo Help Close EDPMS Entries Faster?

The manual documentation burden is the primary cause of stuck EDPMS entries, and it gets heavier when payment arrives through a non-bank channel or payment aggregator, because your AD bank may not automatically know which shipping bill the remittance settles. Yes, <a href="https://www.skydo.com/">Skydo</a> helps Indian exporters and businesses receiving international payments reduce that burden.

Pricing is flat and predictable for transactions up to $10,000, and a percentage above that. There are no monthly fees, and you pay only when you transact.

What Is EDPMS and Why Does It Matter for Exporters?

EDPMS (<a href="https://www.skydo.com/blog/understanding-edpms-full-form-and-its-essential-role-in-export-management">Export Data Processing and Monitoring System</a>) is RBI's centralised system for tracking export declarations and ensuring that foreign exchange from exports is repatriated to India within the stipulated timeline. For you as an exporter, it is the live record that links every export shipment or service declaration to its corresponding inward payment.

Until that link is made, the entry stays open and you remain in a compliance grey zone.

Here is how it plays out. A Bengaluru-based software exporter invoices a US client for $5,000. The moment the payment is received by their Authorised Dealer (AD) bank and matched to the export declaration, the EDPMS entry is marked closed, confirming the foreign exchange has been repatriated.

EDPMS closure is the process by which your AD bank marks an open export entry as settled after confirming that the export proceeds have been received and credited. The entry stays open until an inward remittance is matched against it.

The export declaration comes first. It is a shipping bill for goods or an Export Declaration Form (EDF) for services, and it appears in EDPMS as an open entry. When proceeds are realised, the AD bank reports the realisation in EDPMS and, per RBI's directive (A.P. DIR Series Circular No. 04, dated September 15, 2017), updates the system on an as-and-when-realised basis.

Before crediting your account, the AD bank must satisfy itself about the genuineness of the transaction. It then updates or closes the EDPMS entry accordingly.

The complete transaction trail the AD bank relies on for closure runs in this order:

A closed EDPMS entry is also the trigger for Electronic Bank Realisation Certificate (eBRC) generation. From the effective date in the eBRC circular, AD banks generate eBRCs directly from EDPMS data for consistency.

If your export documents go to a bank other than the one originally declared, EDPMS supports AD transfer requests. Ask your bank how transfers are handled in practice. For service exports, the <a href="https://www.skydo.com/blog/softex-form-guide-indian-exporters">SOFTEX form guide</a> is a useful companion to the EDF process described here.

Does a Payment Platform Affect Your EDPMS Closure?

No, using a payment platform does not block or delay EDPMS closure, provided the platform routes the funds correctly to your Indian AD bank and issues the right documentation. What matters to the AD bank is that the inward remittance arrives, that it carries the correct purpose code matching the original export entry, and that a Foreign Inward Remittance Certificate (FIRC) or FIRA is available as remittance evidence.

EDPMS closure is triggered at the AD bank level, when an inward remittance is matched to an open export entry. A <a href="https://www.skydo.com/blog/eefc-account-vs-payment-platforms">payment platform</a> is simply the channel the foreign currency travels through before it reaches the AD bank. It does not sit inside the EDPMS system itself.

A platform that is RBI-authorised, meaning it holds a PA-CB licence or operates as an authorised payment aggregator, routes funds through the banking system in an EDPMS-compatible way. The remittance reaches the AD bank just as a direct SWIFT would, but via the platform's banking partner.

The risk comes from incomplete documentation. Closure fails in two situations:

In either case, the AD bank cannot close the EDPMS entry. Many exporters believe that if a platform receives the USD first, EDPMS closure cannot happen. In reality, closure is triggered by the AD bank crediting your account, not by who holds the funds in transit.

How Do Platform Payments Flow to Your AD Bank for EDPMS Closure?

When you use a platform, your client pays the platform in foreign currency, the platform receives the funds in its nodal/pooling account, and it routes the equivalent amount to your Indian AD bank account. Your AD bank receives the inward remittance, matches it to the open EDPMS export entry, and the entry is closed.

Only your AD bank can close the EDPMS entry, after it receives and matches the inward remittance. The platform does not close it.

Platform-Routed Payment vs. Direct SWIFT: What Changes for EDPMS?

The core compliance outcome is identical for both routes: the EDPMS entry is closed and the eBRC is generated, provided documentation is complete. The practical difference is convenience and speed. Platforms that settle in T+1 or T+2 and issue FIRC/FIRA automatically reduce your manual burden significantly compared to traditional SWIFT.

The table below compares the two routes across four dimensions: who initiates EDPMS closure, what documentation is issued, typical closure timeline, and manual steps required from you.

There is one risk specific to platforms. If a platform settles in INR without providing a FIRC or FIRA, your AD bank may not have sufficient documentation to close the EDPMS entry. Confirm your platform issues FIRC/FIRA per transaction before onboarding.

When you evaluate a platform for EDPMS compatibility, look at four factors:

Exporters choosing a platform need one that issues a free FIRC per transaction and routes with the correct purpose code. <a href="https://www.skydo.com/">Skydo</a> does both, with setup in 15 minutes.

How Does the EDF Mandate from October 2026 Affect EDPMS Closure via Platforms?

From 1 October 2026, RBI has mandated EDF filing for service exporters, and this feeds directly into EDPMS. If you are a service exporter using a platform, you must make sure your platform-routed inward remittances are reflected correctly against your EDF entries, and the purpose code on each remittance must align with the nature of the service declared on the EDF.

Before the mandate, many <a href="https://www.skydo.com/blog/guide-for-tech-exporters-on-global-compliance">service exporters</a>, such as freelancers, SaaS companies and IT service providers, operated without a formal EDF entry in EDPMS. From October 2026, every service export must have a corresponding EDF entry, and every inward remittance must be matched to it for closure. This is the same reconciliation logic goods exporters have always followed.

A mismatch between the EDF service category and the remittance purpose code will stall closure. The complete FEMA audit trail the AD bank will expect for EDF-linked EDPMS closure runs in this order:

Confirm with your platform whether it will update its purpose code handling to reflect EDF-linked categories from October 2026. Also confirm whether its FIRA will carry the information your AD bank needs to match against the EDF entry.

What Happens If Your EDPMS Entry Is Not Closed Within the Deadline?

If export proceeds are not realised and reported by the AD bank within the stipulated repatriation timeline, the EDPMS entry stays open and you are in a potential FEMA non-compliance situation. The AD bank must satisfy itself about the genuineness of the transaction before closing an entry, so if proceeds are not received or matched, it cannot close the entry regardless of your intent.

If the platform does not route the funds correctly, or issues no FIRC/FIRA, the AD bank has no remittance evidence to trigger closure. The entry can then stay open even though you have actually received the money.

Do not wait for the deadline to approach. If a payment has been received through a platform but the EDPMS entry remains open, submit the FIRC/FIRA and relevant export documents to your AD bank proactively to prompt closure. Receiving payment into your bank account does not automatically close the entry, because the bank must formally match the inward remittance to the export declaration.

How Does Skydo Make EDPMS Closure Seamless for Exporters?

Once payments start arriving, the friction points in EDPMS closure show up: purpose code mismatches, missing FIRC/FIRA, slow settlements, and manual bank follow-ups. Skydo is built to eliminate exactly these for Indian exporters receiving international payments.

EDPMS closure is the formal closing of the open entry that every export transaction creates in the Export Data Processing and Monitoring System (EDPMS). Payment reaching your bank account does not close it. Your AD bank needs specific documents from you before it can update the RBI portal and mark the entry closed.

EDPMS, the <a href="https://www.skydo.com/blog/understanding-edpms-full-form-and-its-essential-role-in-export-management">Export Data Processing and Monitoring System</a>, is an RBI IT platform through which AD Category-I banks report and track export-related data. It was introduced so that export returns could flow through one system instead of fragmented statements.

Take a Bengaluru software exporter who invoices a US client for $5,000 and receives the payment in their account. The EDPMS entry stays open until the exporter submits the required documents and the AD bank reconciles and updates the portal.

The documents required for EDPMS closure are the export invoice, the shipping bill or bill of export, foreign inward remittance evidence, a bank statement, the eBRC or bank realisation details, and your KYC and business documents. The eBRC is central to closure because it is what reconciles the shipping bill in the EDPMS portal.

Each of these <a href="https://www.skydo.com/blog/export-documents-attestation">export documents</a> has a specific job in the closure process, as the table shows.

The documents required for EDPMS closure vary with the export situation. When goods are exported and payment is received in full, you need the invoice, shipping bill, inward remittance proof and bank statement. Partial payments, deductions, advance payments, cancelled exports, write-offs and payments through a payment platform each have their own document set.

How to Close an EDPMS Entry With Your Bank

To close an EDPMS entry, you collect the required documents and submit them to your AD bank, the bank reconciles the transaction in EDPMS, and the entry is marked closed. In practice that means six steps: identify the open entry, check payment and export details, collect the supporting documents, submit them to your AD bank, let the bank reconcile and generate the eBRC, and confirm the entry is actually closed.

<a href="https://www.skydo.com/">Skydo</a> generates a FIRC automatically for every inward remittance received through its platform, so when your AD bank asks for remittance documentation to close your EDPMS entry, you already have it. No chasing paperwork, no delays. Even under the simplified RBI 2026 declaration route for entries under ₹10 lakh, your AD bank still needs a valid FIRC, and Skydo provides this automatically at no extra cost.

EDPMS entries commonly remain open because of mismatches, incomplete submissions, or routing issues. The usual causes are a payment not mapped to the correct shipping bill, incorrect invoice or shipping bill details, a payment received under a different reference, short payment, bank charges deducted from the remittance, incomplete document submission, payment through a third-party intermediary, and a data mismatch between the bank and EDPMS.

Ask your AD bank to share a list of your open EDPMS entries every quarter, so you can identify and resolve mismatches before they escalate.

What Is SOFTEX and Why Does the Filing Deadline Matter?

<a href="https://www.skydo.com/blog/softex-form-guide-indian-exporters">SOFTEX</a> is a mandatory export declaration form issued under the Foreign Exchange Management Act (FEMA), 1999. Indian companies and freelancers use it to declare the export of software or IT-enabled services delivered electronically. It is essentially a digital shipping bill for invisible exports, since software leaves no physical trail at customs. The filing deadline matters because SOFTEX is the declaration that tells RBI an export happened.

The form does three jobs. It tracks foreign exchange inflows from software exports, enforces FEMA compliance by making sure exporters repatriate earnings within stipulated deadlines, and certifies export valuations to prevent illegal fund transfers.

Say a Bengaluru SaaS startup invoices a US client $5,000 for a software project delivered over the internet. No goods cross a port, so there is no shipping bill. The SOFTEX form is what tells RBI that the export happened and that the payment must come back within the allowed period.

What Actually Happens If SOFTEX Is Not Filed on Time?

When SOFTEX is not filed on time, the export record stays open in the Export Data Processing and Monitoring System (EDPMS). The AD bank cannot reconcile the inward payment against the invoice or close the record, and the Foreign Inward Remittance Certificate (FIRC) cannot be issued until the record is regularized. The remittance may also be treated as "general services" instead of export proceeds, and banks may impose account restrictions.

EDPMS is the RBI's monitoring backbone. It tracks every export transaction from declaration through payment realization to closure, so a missing SOFTEX leaves the transaction stuck partway.

The open-entry flag is the first consequence, and it isn't an automatic FEMA prosecution. That gives you a window to act before the matter escalates.

What Are the Penalties for Missing the SOFTEX Deadline?

The penalty for missing the SOFTEX deadline falls under Section 13(1) of FEMA, 1999, and can run up to three times the sum involved where that amount is quantifiable. A continuing contravention, where the violation persists day after day, can attract an additional daily penalty on top of the principal penalty.

How Do You Fix a Missed SOFTEX Filing Through Condonation?

You fix a missed SOFTEX filing through condonation of delay. It is a formal process where you approach the certifying authority, explain the reason for the delay, and request that the late filing be accepted and regularized. The authority grants condonation where the delay is for genuine reasons, and it can attach conditions.

The process differs depending on whether you are an STPI unit or a non-STPI (Domestic Tariff Area, or DTA) unit. The comparison table in the next section shows who to approach in each case. The general steps are:

Timelines vary. Condonation cases may take longer depending on the authority's workload.

STPI vs Non-STPI Units: Who Do You Approach for Late Filing?

The authority you approach for a late SOFTEX filing, and for condonation, depends on how your unit is registered. STPI units approach the STPI software exports centre where the unit is registered, and STPI is their certifying authority. Non-STPI (Domestic Tariff Area) units approach their AD Category-1 (AD-1) bank. SEZ units route declarations through the Development Commissioner of the SEZ, not through STPI or the AD bank.

Under the 2026 regulatory framework, AD-1 banks are recognized as a "Specified Authority" on par with STPI. That means DTA software exporters can route their declaration, and a late filing, through their bank directly.

What Happens When SOFTEX Not Filed on Time Goes to RBI?

If an EDPMS entry stays open for an extended period without the exporter taking action, the AD bank is required to report it to RBI. At that point the matter moves from an administrative reconciliation issue to a potential FEMA enforcement matter, and your window to self-correct narrows significantly.

Ignoring an open EDPMS entry is the riskiest option. The escalation path runs from open entry to bank report, then RBI attention, then FEMA enforcement, and it is real and sequential.

The move from SOFTEX to the Export Declaration Form (EDF) doesn't wipe out existing SOFTEX filings or their EDPMS entries. They still need to be reconciled and closed in the normal course, and the AD bank continues monitoring them after the EDF regime takes over in October 2026.

Does the 2026 EDF Transition Cancel Your Pending SOFTEX Obligations?

No. The 2026 EDF transition does not cancel pending or unfiled SOFTEX obligations, and old obligations under the STPI/RBI framework still apply in full. The final notification, FEMA 23(R)/2026-RB, was gazetted on January 13, 2026, with an effective date of October 1, 2026. It replaces 167 existing circulars and supersedes the entire 2015 export framework, but it does not retroactively waive filings due before October 1, 2026.

Existing SOFTEX filings and their open EDPMS entries still need to be reconciled and closed in the normal course. The AD bank continues monitoring these entries even after EDF takes effect.

How Skydo Helps You Stay Ahead of SOFTEX Compliance?

The biggest documentation burden in a late SOFTEX or condonation case is proving that the payment came in. You end up gathering FIRC and FIRA copies, matching amounts to invoices, and showing the bank a clean remittance record. That is where <a href="https://www.skydo.com/">Skydo</a> fits in. It helps Indian software exporters and IT service providers receive international payments with a clean, automatic documentary trail, the kind that makes condonation submissions and compliance checks significantly easier.

If you want your compliance trail always complete, automatically, without scrambling when a bank or regulator asks, Skydo removes the documentation gap that leads to late filing crises in the first place.

What Is Export Realisation and When Does It Become Overdue?

Export realisation is the collection of payment from an overseas buyer for goods or services you've exported, and it is complete only when the funds land in your account. An invoice or a promise to pay doesn't complete it. Your export becomes overdue the moment the prescribed realisation window lapses without the funds reaching your Indian account.

The RBI mandates that you <a href="https://www.skydo.com/blog/realisation-and-repatriation">realise and repatriate</a> the full value of your exports within a prescribed period from the date of export.

Repatriation is the step that follows realisation. You convert the received foreign currency into Indian Rupees through an Authorised Dealer (AD) bank, and the amount is credited to your Indian account.

Take a Bengaluru textile exporter who ships goods worth $15,000 to a US buyer on 1 January. If those funds haven't reached the exporter's Indian account by the end of the applicable realisation window, the export is treated as overdue under FEMA. That holds regardless of whether the buyer claims to have initiated the transfer.

What Happens When Export Payment Is Not Received in 9 Months?

If your export payment doesn't arrive within the prescribed period, you face a FEMA penalty of up to 3 times the value of the export proceeds where the amount is quantifiable (or up to ₹2,00,000 where it is not) plus ₹5,000 for each day the violation continues. You also risk a place on the RBI's Exporters' Caution List, banking restrictions, a stalled GST refund, working capital pressure and the loss of export incentives.

The consequences of <a href="https://www.skydo.com/blog/export-realisation-guide">overdue export realisation</a> span financial, regulatory and banking dimensions, and they escalate the longer the payment remains unrealised.

What Should You Do If Export Realisation Is Already Overdue?

If your export realisation is already overdue, take four steps: contact your AD bank, file for an extension, document all buyer correspondence, and explore a claim with the Export Credit Guarantee Corporation (ECGC) if the buyer is unresponsive.

Notify your AD bank in writing that the <a href="https://www.skydo.com/blog/crystallization-of-export-bills">payment is overdue</a>. Don't wait for the bank to flag it first. Provide the export invoice, the shipping bill, and any communication with the buyer showing the payment is expected but delayed.

Step 2: File for an Extension of the Realisation Period

Step 3: Document All Buyer Correspondence

Compile every email, message or written communication where the buyer acknowledges the debt or commits to a payment date. This is your primary evidence that the delay is genuine and not wilful.

Also check that your invoice, shipping bill and remittance advice are consistent before you submit. A mismatch between them is one of the most common reasons an export entry stays open.

Step 4: Explore an ECGC Claim if the Buyer Is Unresponsive

If the buyer is unresponsive or the payment appears unrecoverable, check whether your export shipment was covered under ECGC insurance. Government programs such as ECGC may offer dispute resolution support or insurance payouts to protect against non-payment.

What Documents Do You Need to Prove Export Realisation Compliance?

To prove export realisation compliance, you need the FIRC, the BRC, shipping bills and matching export invoices. You also submit an <a href="https://www.skydo.com/blog/export-declaration-form">Export Declaration Form (EDF)</a> to your authorised bank within 21 days from the date of export.

Manually tracking payment timelines across buyers is where realisation delays silently build up. <a href="https://www.skydo.com/">Skydo's dashboard</a> shows real-time settlement status and auto-generates a Foreign Inward Remittance Acknowledgement (FIRA), the equivalent of FIRC, so you're never caught off-guard at month 8.

How Can You Apply for an Extension of the Export Realisation Period?

You apply for an extension of the export realisation period by submitting a written request to your AD bank, supported by documents that demonstrate the delay is genuine. AD banks handle most extensions directly without requiring RBI involvement.

For most cases, the request goes to your AD bank and not directly to the RBI. The bank evaluates the merit of the case and either grants the extension or escalates it to RBI, depending on the amount and circumstances.

The extension framework was amended under the Foreign Exchange Management (Export of Goods and Services) (Second Amendment) Regulations, 2025 (FEMA 23(R)/(7)/2025-RB, dated 13 November 2025). The amendment made the extension process more flexible compared to the previous case-by-case basis.

The FEMA Section 13 penalty is calculated from the expiry of the realisation period, not from the export date. An approved extension therefore directly defers the penalty trigger.

Here is a worked example. You ship $10,000 of goods and receive no payment by month 9. You face a potential FEMA penalty of up to 3 times the rupee equivalent (approximately ₹28,50,000 at ₹95/$), plus ₹5,000 per day of continued delay. Filing an extension request before the deadline lapses, or immediately after, is significantly cheaper.

Does 'Buyer Delay' vs 'Banking Failure' Change How RBI Treats Your Case?

A buyer's delay does not pause the RBI clock. FEMA counts realisation from when funds reach your Indian account, regardless of when the buyer initiates the transfer, so you need to file for an extension with your AD bank to avoid penalty accrual.

Whatever the cause of the delay, written buyer correspondence is your primary evidence that the delay is genuine and not wilful. That matters because an AD bank can recommend an exporter to the RBI's Exporters' Caution List if the exporter is unreachable or not making genuine efforts to realise.

How Skydo Helps Prevent Export Realisation Delays Before They Start?

Once your extension is filed and your documents are in order, the longer-term fix is making sure realisation delays don't recur. That starts with the payment infrastructure you use to receive funds.

Skydo is a cross-border payments platform for Indian exporters, built around the points where realisation timelines tend to slip:

You can see how it works at <a href="https://www.skydo.com/">Skydo</a>.
